    Default Insurance rates in the city

    It would seem like there is pretty good incentive for the state to keep rates high across the board.

    Great article, Richard, and full of actual facts. This line here: "The state generated roughly $7.3 billion in sales tax collections last year, with about 15 percent of that dedicated to the state general fund, 10 percent to local businesses and 75 percent to the School Aid Fund." got my attention more then the Insurance numbers. That's a lot of money. Add to that revenue from the Lottery, revenue from gas tax, revenue from plate/tag sales, and I have to question this "black hole" labeled education. Of course no one would dare to question "education", without being labeled a racist, child hater, neo-nazi, or even a communist. Is "education" just a catch-all for redistribution of tax funds for other purposes?
