Muscamoot Bay Raft off 2015 - Exquisite Excess

I notice that FlybyDon has posted some nice pictures of the Raft Off in Harsen Island's Muscamoot Bay going on this weekend. What always strikes my interest with this event, and Jobbie Nooner, is the sheer size and scale. The giant frat-party-like decadent excess is simultaneously amusing and mildly disgusting.

Like the Woodward Dream Cruise, until all these boats gather one overlooks just how many there are. And that a lot of people still have a lot of money.

Does anyone know what the policing situation is? It would seem impossible. It would also seem like an ideal setting for cross border smuggling, illegal immigration and even terrorist entry.
