Default New Satellite Imagery of Downtown

Browsing Google Maps today I noticed that the imagery had changed above Detroit. This must have happened in the last few days- I hadn't noticed it when I checked it last Tuesday. It looks fairly recent- perhaps in the last few months, even weeks. Some things to note:

    -Brewster Douglass Completely Demolished
    -Capitol Park is finished
    -Lafayette Greens is finished
-Woodward torn up for M1 Rail Construction
    -Fort Street Bridge out

Also, can someone tell me what the orange-and-white barriers are doing along Woodward, Grisworld, Washington, and Jefferson? Thanks.

Are the orange and white barriers you see really the new concrete and bumpy warning pads of ADA compliant crossings?
