Eh, that 'drop-and-roll' the officer does at the beginning looks sorta camera-roll action - flick inspired! Does it give him any added speed or propulsion by doing that?

Most likely trying to minimize damage on all sides. The mayor and chief look good [[better) as the situation has been addressed quickly. And as he is no longer employed there, the department has ceased its internal investigation. Its results could have seriously compromised his pension and / or future job possibilites.
