Default Chicago youth violence plummeted after jobs program. Hopefully the same for Detroit.

Not clear if this is the same initiative with DPS that Mayor Duggan announced last year to take effect summer '15.

It seemed to be working in Chiraq

And that program is starting to attract actual investment.

The GDYT program is now in its seventh year in Detroit [[first with the city as a partner). Since 2009, it has placed more than 7,000 youth in paid summer jobs and raised more than $10 million to provide training, support, and wage subsidies for youth. Program evaluations have included surveys of youth and employers, with findings demonstrating a variety of benefits to both. No longitudinal evaluation of community outcomes has yet been completed, but most research on the topic suggests that employed youth are more likely to stay in school and less likely to get involved with crime, etc.

FYI: 52 percent of 14-24 year old Detroit youth were unemployed in 2010 [[U.S. Census), more than twice the national average - which is itself at a post WWII high).
