Foreclosures in Detroit

This is the New York Times report about the meeting at Cobo concerning the many foreclosures. How serious are the attempts to solve this problem? It appears that
people cannot afford to pay property taxes. The mayor asked to be judge on the basis of population stability. These are tough issues.
