    Default Phoenix Group Consultants & The Whittier

    so i have a friend who recently purchased a unit at shoreline east on jefferson. his unit has amazing views of both downtown, wayne county & the Whittier. i know that the north portion of the whittier was rehabbed into senior apartments, but the south end rehab has stalled. wondering if anyone has any info on the rehab or the group? owner is Phoenix Group Consultants owned by Melvin Washington.

    sounds like a guy who fully relies on subsidies , and perhaps rightfully so.
