Default Affordable Healhcare Act / Medicaid

I am from Tennessee and we are one of those ridiculous states that opted out of the healthcare exchange. That means it is very difficult for poor people to get Medicaid type benefits. It is my understanding that states that opt-in offer coverage to poor people. I know someone who is living in an abandoned house in Poletown and she needs drug treatment but doesn't have insurance. Does Michigan offer health insurance to poor people? Some states offer it to anyone who is a citizen and makes less than $15k
