Default Can Detroit issue curfews for children under 17 during school days?

From time to time in Detroit's ghetto hoods that more violent crime is more rampant from young kids [[hoodlums) especially at night. Besides give our kids a curfew in Angel's Night, how about issuing a curfew [[enforce truancy) during school days from September right after labor day to mid June.

Kids in Detroit neighborhoods are not allow to wander or leave their properties from 8:00 pm. to 6:00 am. Monday thru Friday during school calendar days. [[ Even when their schools is closed.) Without an adult. Any kid who leave their home or friends or relatives' properties at night will be arrested. Their parents will have to come the local precinct to pay a fine and pick up their child or the child stays in jail for 30 days. If that child continues to break curfew and number of days in jail and fines will be increased or do weekly community service.

Chicago has enforce a 8:30 pm. curfew for kids under 12 9:00 pm. for kids under 12 on weekends, 10:00 pm. for Kids 12 to 16 years old and its working. Juvenile crime in Chicago's neighborhood has been increased for while.

    Here's the proof!

as long as the emergency manager's in place, I see this openly balked at by the public.. if/when he leaves, who knows.. to whatever degree that such a plan is credited/blamed on Duggan, his detractors will say "it's been the plan all along" to "control the black population". If the council brings this up, we'll see whether it gets legs.

ENFORCEMENT might be the issue at hand, because a law has been on the books for years
The parents need to be fined heavily, repeatedly, consistently, and only then will it stop
We MUST attack the parents and get them to take responsibility for their kids in society
I have no doubt after $1,000's of fines and warrents for the parent - the kid will be an angel.

MCL 722.751 provides that no minor under the age of 12 years shall loiter,
idle or congregate in or on any public street, highway, alley or park
    between the hours of 10 o’clock p.m. and 6 o’clock a.m.

MCL 722.752 provides that a minor under the age of 16 years shall not loiter,
idle or congregate in or on any public street, highway, alley or park
between the hours of 12 midnight and 6 a.m.

MCL 722.753 provides for a misdemeanor charge for any person age 16
or over who aids a person under age 16 in breaking the curfew law.
Any person of the age of 16 years or over assisting, aiding, abetting,
allowing, permitting or encouraging any minor under the age
of 16 years to violate the provisions of sections 1 and 2 hereof
    is guilty of a misdemeanor.

    Look it up -

Enforcement is right up there with property crimes.
