Having spent some time in Newark, that city sure looks to me like it could be Newark. In any event, from the shape and configuration of the buildings in the background I would say that it is almost certainly an east coast city, and not Detroit.

George Romney was an interesting, in some ways quite strange character, who always seemed well-meaning and overly earnest, but somehow also oddly off-target [[including his handling of Detroit '67). His tenure as HUD Secretary was also a disaster born of seemingly good intentions, and really kicked off the mass housing abandonment that ate Detroit.
