    ^^^ Puke.

And vacant buildings are not productive for a city regardless of any other value and yet the still cost money.

    Vacant land is?

In the real world, just punishing the owners doesn't accomplish much other than provide revenue for the city.

    Detroit needs revenue, no?

And actually, this specific property was for sale for quite a while so how come no one bought it?

    Asking price was unreasonable?

In the end, if Detroit becomes a less appealing place because of it, well then that's just the outcome of a free-market society.

Then I guess none of the Wall Street Street financial institutions should have received a bailout in 2008?

It's a helluva lot cheaper to mow grass than it is to maintain a vacant building.

And you think owners will willingly continue paying fines if they know they don't have to by just getting rid of the problem?

What if the asking price was how much it was costing to pay the fines? Would then the cost of the fines be unreasonable?

    I would agree with that.
