To be fair, he moved to a home in the suburbs, so we can no longer refer to him as Out of State Scumbag. He's now a Suburbanite Scumbag.

I never once thought that that's the reason people buy cheap homes in the city. The metal, scraps and materials are worth more than the sell price and the buyer makes a profit.
