    If one looks at the video between say 15 - 20 seconds, one will see the vertical white light.

    They use them in bus and taxi lanes on certain streets here. Sometimes these dedicated lanes are set aside for rush hour traffic. Only taxis, busses, Uber are allowed in these lanes. They usually light up before the green traffic light for improved transit access.

    There are also alternating direction center lanes like the one on Park Avenue in Montreal where the white light indicates authorized direction as opposed to a red light. They are meant for non transit vehicles, and are white arrows as opposed to white bars. There is a contnuous flow of them above the middle of street. It can be confusing to a tourist. It has to be white because when the traffic lights at intersection turns red, you wouldn't want the signal across the street to indicate green in the center lane only.
