    Well,not to be nit-picky she makes the statement of "the residents can re-appropriate properties and buildings for their use" so depending on her view on what that means it is hard to tell where she is coming from.

    To me the city is already showing it is not succumbing to the old ways and has not even started implementing any plans,so it goes to show how strong it will be once the basics are in place,to much over thinking involved.

    We already have residents, and more likely than not, non-residents, that re-appropriated properties and buildings for their own use. Most of the property belonged to someone else.
