Packard being sold????

Now I know that this proposal has been discussed before, and the naysayers outnumbered the optimists by a huge margin. And understandably so. But according to this story, the deputy county treasurer is actually predicting an imminent sale of the Packard to Hults for close to $1,000,000 [[I seem to recall the outstanding taxes are around 966k). Now why would he buy it for that much rather than pic it up at the auction for a fraction?
