I don't think he needs to fix parking meters.
The problem isn't the meters. Anyone can fix meters. With $2m at stake, any competent business would find a way to fix this by the end of the week.
The problem is that our city government is so dysfunctional that they can't tie their shoes, let alone implement technology.
There are hundreds or thousands of problems like this. Orr can't fit it all.
1) Let Orr kill off the dead weight at city hall
2) The new council and mayor need to start building a government that works.
try getting an inspector to show up
