Does the city of Detroit still own vast tracts of land in Western Wayne county along 5 mile rd/napier rd? If so, why hasnt the city sold these lands considering the budget issues?

Plymouth Township bought the property from Detroit a couple of years ago. It acquired it for the cost of the property taxes that the City had been in arrears to the township and the county for.
