Another oddity from the above Houston video article:

Houston officials said they considered advising armed residents to use their guns if possible. But they were surprised to learn that despite Texas' more relaxed gun laws, only about 2.7% of residents are legally armed, Retz said.

S'pose that means the other 97.3% of residents are illegally armed? Yeah, that wouldn't look too good asking criminals to do police work. LOL!
