    Default Detroit Health Boutique?

    from mlive on the restoration of certain budget items:

    Council restored $7 million in general fund appropriations to the Department of Health and Wellness. Bing's budget cut all funding to the department, which is expected to transition to a health institute.
    Can anyone enlighten me/us on the details of what a health institute is, and why we'd pay for it?

    I think the whole point of creating the Institute of Population Health is that it doesn't use City of Detroit general funds. Most of the programs in the health department used state and federal funds along with some outside grants. The institute is a non-profit created to provide services required by the City of Detroit Charter.
