What was going on at Rivard Plaza on the river front?

Drove down to park in the lot by the Rivard Plaza. They had one side of the gate closed and there was a security guard at the gate turning people away saying the "lot was closed for a while" and that "there is a meeting going on". There was also security on bikes riding up and down Atwater. It did not look like a meeting was going on and there was plenty of people walking around up and down the riverwalk.
