Someone comes along, wants to help. Gives a gift...often with strings attached. ALWAYS with expectations, at least.

Corrupt local officials stuff as much of this gift as they can into their own pockets, then their family's and friend's pockets, then finally they split to spend their ill-gotten fortunes...or spend time in jail or worse. The gift never sees the intended...or better yet, the truly needy...because so often it seems the corruption IS what was intended.

Yep. Third World. Read into that what you may, but it is the ugly truth. Heck, I'll go a step further...it is Missionary Third World. Bunch of Do-Gooders run around promising some Messiah to arrive...leading the gullible and desperate with promises never fulfilled...grooming them to accept the lie that they cannot solve their own problems.
