    Of those three cities, I feel comfortable saying that NO has seen the worst, but neither Detroit nor Phoenix have seen the worst quite yet. Detroit won't see the worst until the financial issue hanging over its head is resolved one way or the other, and Phoenix is not even close to seeing its future, yet. Things have already been pretty bad in Phoenix post-recession, but it is just at the beginning of seeing hell.
