    does anyone know what it means?

    I believe someone told me it means the house is without water&/or utlities

    It means Water Off.

    DetroitTeacher is correct, it does mean Water Off.
    You'll note that it's almost always in blue paint as it's the Water Dept.
    Structures that have the gas shut off will have a yellow stencil of the letter D.
    blue=water
    yellow=gas
    This saves time and cuts down on accidents when a contracted demo company shows up. They can tell right off if it's safe to begin. Unless of course a squatter or someone rigged the valves after the fact.
