Parking lot at Frank Murphy open?

Is the parking lot in front of the Frank Murphy Hall of Justice really still closed? Their web site says it is [[it's been years!) but the latest Google Maps image shows cars in it.

I drove by there a few weeks ago and it looked open to me. If not, there is parking on the north side of Murphy and a lot in front of PD HQ [[but it's super small).
