How does this cuts that City Counsil in proposing affect the Eastern Market? Does this mean that the restoration of the Shed would be put on hold? Are these cuts a good idea or bad for business at the Eastern Market?

I am pretty sure that recently the operation of Eastern Market was handed over to an independent authority. These are the people raising the funds and getting the renovations done. I doubt there will be any impact on the market due the the city's budget problems.
