I am guessing he got an 'or else' arm-twisting after he announced he would take the 5th in testimony before congress over his role in the Flint water poisoning. Snyder needs to distance himself from Early.
"...7 Action News has learned Darnell Earley, the current Emergency Manager for the Detroit Public Schools and the former emergency manager for Flint, is refusing to testify at a Congressional Committee hearing on Wednesday morning in Washington, D. C.
Congressional sources are telling 7 Investigator Jim Kiertzner that committee members were informed this evening that Earley has hired an attorney and it is not clear if he will not show up for the hearing.
If he does, he could exercise his Fifth Amendment rights.
Governor Rick Snyder could direct Earley to testify as a state employee, but has not done so according to Congressional sources. "

Being an Emergency Manager for schools would appear to have the same or shorter lifespan as being a Superintendent.
To me, it did seem odd that he would suddenly resign as there were no imminent signs of him quitting or being terminated.
So then I see the ultimate back story behind this "sudden departure" is that the Black Caucus in Lansing told Snyder they wouldn't support his bill for DPS with Darnell Earley at the helm, and it all makes sense.
My bet is either Darrell Burks or Ronald Goldsberry will be appointed the new EM between now and March to oversee the implementation of Snyder's plan that only doubles down on the complaints folks have about DPS [[essentially the EAA on steroids).
What an ungodly mess...
