Developers in Windsor have put up with eve more red tape than their counterparts across the river. Anyone remember when the Daley group in Chicago was told to get lost because they wanted to develop the Western anchor, now a money-losing "aquatic theme park" into a family-oriented attraction? Or when developers were told that land on the north side of Riverside drive could only be used for parkland?
