Absent from this plan of action is any mention of crime labs.
a lot of buzzwords about 'strong' 'powerful' 'stronger' 'strengthen' 'maximize'.
without crime lab evidence, the perp can walk. without a prosecutor, the perp can walk.

Since the detroit police lab was shut down, the michigan state police crime labs have taken over for detroit. but the michigan state police crime labs are also in a sorry state of affairs.

why are crime labs so backed up? is it because of marijuana testing?
maybe its time to legalize the marijuana and start testing those 11,000 rape kits?

then , after you get the police crime labs working again, you'll need to prosecute people. but wait, wayne county commish ficano hasnt been funding the wayne county prosecuting office!

what will a media blitz do exactly, besides let carjackers know that there is increased anti-carjacking patrols going on?

there is a complete system failure here in wayne county. its everyone's fault from the legislature to the city, county and state employees.

Do drug busts will bring free forfeiture money to the department? If so, we should expect police to 'follow the money'. They reasonably want good pay and pensions.

Its sad that a 'media blitz' is part of every action, but its pretty much SOP for the entire world. The message won't be for the criminals, but for the residents. If they don't see progress, they're bailing out of town. Duggan has hung his hat on population growth. Connect the dots.

the point is we could have al capone vs the police shooting up the hood and the gangsters shooting at each other, or we could have licensed stores and regulation, with the police focusing on more important crimes. do you think alcohol should be prohibited again?

i'm finally reading the rest of the plan of action.

DPD chief james craig wants to spend money building "a new state of the art facility" for animal control. an architect has already been hired and is working on the plans. are you sure theres no other city owned buildings which can be used for this purpose??? the city is going to build it? are you aware that the city is in bankruptcy at the moment? and wayne county just had a not-so-great idea to build a new jail that just went tits up?

wayne county prisoner work release program, have prisoners clean cages at animal control.

the plan of action calls for all evidence tracking to be barcoded by 1st quarter 2014. and moved into the new detroit public safety headquarters on mound road. there are over 500,000 pieces of evidence. i think they made a typo in the report to say 2014 and they meant 2015. because theres no way in hell thats going to get done in 3 months. i seriously doubt they will get all that done by 2015, unless they put 100 officers working on it.

seriously, am i the only one reading the plan of action? is anyone else here?

Chief Craig said he had a crime reduction goal of 10% for 2014. Looking at the stats now, he says crime is down roughly 20%. Craig says homicides are down 13%, robbery is down 39%, car-jackings are down 29%, and non-fatal shootings are down 14%.

The second investigation, an Internal Affairs probe into the Narcotics Section launched earlier this month, has found systemic problems that have been in place for at least 17 years, Craig said. A police source told The News that narcotics that hadn’t been logged as evidence were found lying around the narcotics facility, in the open, and inside desk drawers.

“Policies were not being adhered to,” Craig said. “These were issues that were allowed to continue for years.”

To guard against future problems, Craig has initiated a “limited tour” policy which will force officers to move out of specialized units like Narcotics, Vice or Gang Squad after three years. That policy will be implemented in about 30 days, Craig said.

“More officers will get a chance to do different assignments, and that reduces the chance for corruption,” Craig said.

Anybody ever watch the Wire? One of the common themes was how the police admin would routinely "juke the stats" to give the impression that crime was down by double digit margins so that everyone could keep their jobs/get promoted/get re-elected.

Good posts and follow ups compn. So far I am pleased with Craig's service. One problem outsiders face when coming in to head a department is having to face well-established informal networks of friendships, associations and, yes, conspiracies. 'Limited tour' should help negate that.

On a side observation, it's interesting to note that the base product of two of those limited tour departments, drugs and sex, are victimless crimes who prohibition creates crime, police corruption and victims.

'limited tour' is implimented with good success at some of the most professional law enforcement agencies in the country and will bring more professionalism to the DPD. It is great that Chief Craig is using the techniques that work well in other law enforcement circles instead of just business as usual. If you want diffrent results you have to change what you are putting in and he has no problem doing that.

i hope limited tour thing works out. i really do.

but if i were a betting man, i'd put down $10 on the entire police force being corrupted instead of just narco and vice.

I would suggest DPD not enforce laws where there are no victims, but we need to regulate and tax prostitution and drugs before we can turn it loose. That would expand freedom, increase safety, and make some bucks to run the gubment.

I'll give him credit that @ least he's trying something new. I hope it all works out in the long run, but that remains to be seen.

Great suggestion, unfortunately EVERY police department receives federal money to enforce "their" war on drugs. It's how many cops are able to obtain overtime hours.

The war on drugs is ruining this country, it's just the way they must want it considering our military facilitates drugs into this country. Google Nina, Arkansas and then get ready to wash,rinse, repeat.

The things people will realize when this shadow government crumbles and its secrets made known... Hell, most aren't even that secret anymore.
