Not surprised but still disappointed.
This city not only has to deal with dysfunctional citizens, and scumbag suburbanites but now even OUT OF STATE people have decided they can use Detroit as a personal toilet.

To be fair, he moved to a home in the suburbs, so we can no longer refer to him as Out of State Scumbag. He's now a Suburbanite Scumbag.
the vetting process is severely broken, when it comes to these "characters" getting to bid on properties.
