First time watching this and have some questions for our Canadian neighbors. Only 5 members of the Supreme Court are attending. Any reason why all members are not there? The Speech has not started yet, but I see two thrones, one taller than the other. Who will be sitting there and why the two different thrones? Is this the equivalent of the US President's State of the Union speech?
