I don't know why they wasted their time. Even if this passes the House of Rep's, giving the clowncil veto rights means this authority is useless.

I don't know why they wasted their time. Even if this passes the House of Rep's, giving the clowncil veto rights means this authority is useless.
There's what the Clowncil threatens to do. And then there's what they actually do. Let's see what happens.
Initially it just feels like one more thing for the clowncil and the mayor to fight over. That being said, it would be great to get the streetlights on. It's so important.
Actually it is pretty smart to give council veto rights. It council supports it they can say they are working with the city. If council vetoes it they can say council is just being obstructionists.
You're premise seems predicated on the thought that politicians vote based upon what is best for people. That is completely flawed, it is all political gamesmanship and this allows a win-win scenario for them.
