This is utterly ridiculous. A microcosm of why Detroit's leadership continues to fail time and again. WHO CARES IF THE CONTRACTORS ARE FROM DETROIT!? Isn't it more important that families are safer? Can't we get some council members with a more regional point of view? The cheapest bid should be accepted, given the city's financial troubles regardless of where the contractor is. At least Kevyn Orr can override their decisions.

There are worse things than dead scrappers, but this intervention still sounds stupid. The city should have a bidding process that is transparent. If bidders get extra points for being Detroit businesses, maybe that is OK, but whatever the process is should involve the City Council extremely rarely.
