It looks like work has FINALLY started on the Elliot building.
We might actually have a city that resembles a downtown yet.....

That said, Higgins has a spotty record. If he has enough capital and good partners as he did with the Broderick, then he can probably pull this off. Otherwise, he's been known to fall through on his proclamations before.
