Actually a $7 million deficit considering the size of the district and the reduction of state school dollars should not be seen as being terrible. A big issue here is that the state is wasting a huge amount of money on charter schools that have had poor results and not held to the same standards as public schools. Naturally poorer districts will continue to lose students when charter schools are seen as better [[even though they are not) and are available. It is simply a transfer of payments to the private sector from the public sector at the expense of the school districts.
We need serious reform in this state. What has been happening is not the answer. It has simply resulted in the closing of many private parochial schools and have put more students chasing the same amount of dollars. We need to shrink the size of districts like Detroit and incrrease some of the tiny districts.

The state usurped the power of the voters in order to fix the district. They failed miserably at it twice. They better make this Detroit bankruptcy work or else the emergency manager process will have failed just about every time it was used.

The EM process did fail every time it was used, including in Detroit. The law was passed specifically to prevent a Detroit bankruptcy [[which is why the EM was given bankruptcy judge-like powers) because of how expensive it would be and the black eye it would cast on the state as a whole.
If it wasn't for the clause in the Michigan Constitution about the pensions being guaranteed, the city probably would have never filed for bankruptcy and would have been in the same position as Flint/Pontiac/Benton Harbor, etc.
