Fixing prisons
I know - a lot of people will have a knee jerk reaction against an article from Reason, but this makes a lot of sense:

The gist of it is - don't bother with non-violent offenders, and make sentencing more streamlined and consistent. IE - no 5 parole violations and you go to jail for six months, it should be one parole violation and you go to jail for one month.

In Georgia one dirty urine and its back to county for about a month. The way they ease overpopulation in the state prisons is they overcrowd the county jails. Which is exactly what will happen in Ca. They are constantly shuffeling inmates/detainees[[in prison you're an inmate, jail a detainee) back and forth. As long as we insist on this asinine "war on an inanimate object", Once you give an 18 year old a drug crime on his record you've created a burger flipper/ dishwasher for life. We have a growing class of people in this country who will never be fully employed. And they will be in and out of the ever expanding system for life. So, get ready to pony up.
