As part of the purchase agreement with the sale of Belle Isle, the City of Detroit cannot charge people to come on the island. It is to remain a public jewel. You can charge for the park's rides, zoos and other activities on island, but you cannot charge a fee to get on the island.
If the City of Detroit ever charges a fee to get on the island, then the purchase agreement can be deemed invalid and the property can return to the descendants of the Campau family.
