Anyway, going more on-topic. Now that Detroit has an EFM, I do wonder if the city can apply for funding that it would likely not receive under normal circumstances. I honestly do not know much about how TARP works, except for the basics. However, I would think that an EFM symbolizes that the city is on a path to correcting it's finances [[or at least will attempt to do so)...so the excuse that "the city will just mismanage the funds anyway" holds less weight.
