If a lot of the reading questions were like the example, then the poor results could have come from kids not following the directions.
Anxious children are more likely to want to finish quickly and be less concerned with the quality of the answers.

Wouldn't that hold true for children all over? This was a national test. Detroit earned its last place finish fair and square.
