How was it determined a robbery, when the perp or perps didn't take the money?

Tourist from over seas come to Orlando carrying over 20k in cash for purchases , it does not mean they are buying drugs,tourists spend money and boost the local economy that's the point .
Kinda puts a damper on the boat docking are the tourists going to be asked to only visit the casino or will they be provided with safe tour guides ?
