Another Packard Plant thread - it's role as a movie set?

I was watching a movie with many A-List celebrities in it. The name of the movie escapes me at present, but the opening minutes included a lengthy chase-scene and shoot-out in the Packard Plant. Who gets the money for the "location permit fees" for commercial filming/photography? The Packard Plant has featured in numerous movies.

I would imagine that the county gets any fees for using it to shoot something, although it is so unsafe now that I would be surprised if they would currently allow something to shoot there.
