Just get it done.

at this point, really, it would take enabling the governor and/or federal intervention to force a Regional Transportation Authority to start the process rolling or start harsh penalties for every county/municipality for bringing up the "opting out" card.. Maybe create an Emergency RTA Manager law. Hmm...
