The bills were modified to reflect reasonable concerns from the City.
The biggest protection is the requirement of GAAP accounting, which in government terms means all benefit promises are accrued in current year expenses, and you can't use asset sales to balance the budget.
It will be interesting to see what changes [[if any) the full house requires to move them forward.
