Rust attacks the upper deck of Tiger Stadium. Defenders of Tiger Stadium have charged that deliberate lack of maintenance was allowed to occur so as to bolster the claim that the Stadium needed to be replaced.

Tiger Stadium

The argument for building a new stadium, as put forth by the Tiger management, claimed that decades of decay weakened an already inadequate structure such that the stadium could not be renovated to include luxury box suites they claimed to be necessary to be fiscally competitive. 

Opponents, led by the Tiger Stadium Fan Club, instead found the stadium to be structurally overbuilt.  To demonstrate their point, they presented their Cochrane Plan, designed by  husband and wife architects John and Judy Davids. It clearly demonstrated that luxury seating could be economically integrated into the existing structure.
