I would think that the Old Kresge's could fit the bill with it taking most of the basement, first and second floors.the D&Bs in Utica is 55,000 and the Livonia one is 40,000. So apparently there is a market for places like this. Remains to be seen if downtown detroit can support it. The Livonia D&B has had to institute all sorts of security and strict dress codes to keep gang violence under control.
I think it would be cool to see something like this in that site, but arcades, like casinos, usually don't have windows. The Kresge building has wide open windows IIRC. If it does go downtown it'll probably go inside something that's sealed up like a basement... or maybe an old theater.
