As I recall this is a Kefallinos property that I believe he is developing. His projects are not known for their glitz. They are kind of like what the start-up business world calls a MVP, a minimum viable product, the most basic point at which a product can be taken to market.

On the other hand he is one of the leading providers of affordable residential and office space in the city.

Typically most signage for future developments has contact information for the major players. Like mentioned above, Kefallinos is bare minimum. Could this be another Russel Industrial?
