It's either incompetence or laziness. Carvana recently, and famously, lost their dealership license in multiple states as they weren't getting their customers permanent plates in a timely fashion.
Though, I always wonder in cases like Carvana's, if they are dropping the ball, or if the DMV is slow-walking their registrations to get them in trouble for some reason.
