Yes, every address of a house, or store, or whatever [[except the two apartment bldgs) where someone was killed is now a vacant lot.
This is not hard to believe because if you look at the city as whole, exc for downtown & WSU, there hasn't been any rapid rebuilding. A city has to have an influx of citizens, able bodied tax paying citizens, to thrive and rebuild.
