    Is the city better off under Bing than Kilpatrick? Highly debatable. Crime is up, population is down, corruption remains, city budget is catastrophic.

    Downtown and Midtown show some measured growth, just like under Kilpatrick. Rest of the city rots, just like under Kilpatrick.
