Short answer is if it is a foreign [[Non US/CA) ship it needs a local captain, in this case called a "pilot". If it is freighter usually on the great lakes the captain of the ship is OK to navigate it without. This applies to all of the great lakes waterways and out towards the St Lawrence Seaway.
