    Is there not a couple of old creeks that were buried as the city grew that would have naturally drained excess water to the river?

    They did that in Tampa,buried an old creek bed that flowed out to the bay,so it was easier to build houses,then could not understand why all of the sudden it was getting flooded out.

    When you look at any body of water on a topo map Mother Nature always put in ways to drain the water into the main body of water,a whole water drainage eco system,not paying attention to that in development causes the problems that you have to counter react.

    New Orleans has pumps to prevent flooding,still in use as they were placed in the 1920s 14’ in diameter,they still flood.

    The Savoyard River was in downtown Detroit, pretty much just a branch of today's sewer system. And Parent's Creek, on the east side, is also buried but has one heck of a history connected with it. Look it up.
